Nesterczuk Tapped to Lead OPM

President Trump has selected a nominee with considerable experience in federal human resources to be the next Director of the Office of Personnel Management.

George Nesterczuk has been nominated by President Trump to be the next Director of the Office of Personnel Management (OPM). He may be the first director of the federal government’s human resources agency with an MS degree in Astrophysics (University of Maryland) and a BA degree in physics (Cornell University).

In making this selection, President Trump has tapped a person with considerable experience in working with human resources issues for the federal government, including experience in working with the Office of Personnel Management.

George Nesterczuk is the president of Nesterczuk and Associates. The Virginia company provides management consulting services.

He has over thirty years of experience as a consultant on organizational management and policy development. Most recently, he advised Ukrainian government officials on reforms of Ukraine’s public administration sector.

Once confirmed, he will be returning to OPM. From 2004 to 2006, he was the Senior Advisor to the OPM director for the Department of Defense. He led OPM efforts in establishing the National Security Personnel System at the Department of Defense.

A number of readers may recall that from 1995 to 2000, Nesterczuk was the Staff Director of the Subcommittee on Civil Service of the Committee on Government Reform in the House of Representatives. The Subcommittee had jurisdiction over all matters dealing with federal civil service employment.

From 1981 to 1986, Nesterczuk served as a senior official in the Reagan Administration, holding successive positions in the Office of Personnel Management, the Department of Defense, and the Department of Transportation.

During his tenure at OPM, he managed the Senior Executive Service, government-wide training activities, EEO and labor management relations and the development and implementation of pay for performance management systems.

At the Department of Transportation he was the Science and Technology Advisor to the Secretary. In addition to leading Nesterczuk and Associates, he has been Vice President of Global USA Inc., Senior Scientist with EG&G, Inc. and Executive Vice-President and Chief Scientist of Atlantic Science Corporation.

In recognition of his public service, Mr. Nesterczuk has received a number of awards. These include the President’s Executive Leadership Award (with Distinction), OPM Director’s Award for Distinguished Service and the Theodore Roosevelt Award for Distinguished Public Service, the Outstanding Public Service Award from the Secretary of Defense, and the Distinguished Public Service Award from the Secretary of the Navy.
